Nah. Before mentioning the refresh 2/tic the mag accuracy will decrease the amount of resists and partial resists. AF3+2 outperforms Augurs on all levels.

Even if your D-int is capped you will occasionally catch a resist or 2 (partial or full cause SE likes throwing curveballs) In a parse AF3+2 will outperform Augur's and has on numerous occasions. Not to mention the versatility of the piece. It is the best enfeebling body for rdm, best idle piece, and the best nuking piece(short of Morrigans on high tier nukes). Not too often is there 1 piece that is the best for multiple situations for RDM. AF3+2 is gold.
First of all the only way you are capping Dint is with a brew and that much int will ensure you cap macc.
land rate caps at 95%. For nukes it isn't partial or full resist. It's 1/2 1/4 or 1/8 and I think maybe even 1/16 idk it's be awhile. Many debuffs have a few resist amounts too. And which one of those resist it can be is also very specific. So many will be 1/2 1/4 etc based on the rate. It's all on wiki
It is not the best nuking peice. Augurs will do more dmg unless you need the macc and I do just fine on anything I'd actually bring my rdm to.
Also really why wouldn't you be using high tier nukes again? Anyways assuming around 120ish dint and +138 MAB which is fairly well geared and atma'd rdm on blizz IV 1 MAB ~ 1.6int. Which btw barely puts teal ahead of af3+2
