It's 10/tick all the way up to 95. I don't see it increasing from 95 to 99, though that would be a nice bonus, considering other weapons get similar bonuses that leveled with the weapon.
If it means my HP% damage goes up on Excalibur, I'd support your poison increase. But alas, no relic's 'special' attribute has adjusted by the weapon level. The only stats to change on all weapons would be their base damage, their acc/atk/r.acc/r.atk bonus, their proc rate of the occ. damage, and an innate weaponskill damage % bonus. No special attributes and no weaponskill special attributes have been adjusted.
