Sword skill vs. acc I have recently come back to the game from a long break can anyone offer some advice on this matter?

That isn't true, the accuracy from skills drops off to .9/skill at some point, I believe after 200.

do you think you can exchange less than 7 atk some where for 3 acc ?
then definitely fortitude torque

just consider it ~7acc & 7atk vs 10 acc

Its 7atk and 6.3 acc vs 10acc.

the 6.3 is because combat skill after 200 (cant wear torque below lv 60 anyway) is 1 skill=0.9 acc. So depending on your total combat skill it will round to either 6 or 7 acc. If you took any random combat skill total it would be 6acc 70% of the time and 7acc 30% of the time (thus 6.3 acc avg even though you cant actually have a 0.X acc)

Generally you will just want to look at your total skill and merits on the job and you can quickly figure out if your getting the 6 or 7 acc out of the torque.

guys nobody even asked what king of mobs he is fighting , and based on his current skill does he miss or not.

you said you came back are you 99? if u want to lvl somewhere and u cant hit i bet some accurasy will be usefull..

But yeah, basicly, unless you do proper endgame, you won't need accuracy on gear, unless highly underskilled.
