Does snapshot have a "cap" (other than 80% like most haste/delay reduction)

Was messing around with FFXI Calculator, and did notice that after some value(35 Snapshot + 5/5 Merits) the delay doesn't get lower.

Or does the program takes 1 Snapshot = 2%? if so, that explain why w/ 40 snapshot "caps" the delay
