I'm nearly 100% sure that Cura sucks as /whm. You need Afflatus Misery active (and get hit hard enough) for it to be effective.

Shitty? No boosts to it. Only reason to cast it is for waking people from sleep.

This. It's a cheap curaga for waking people up, but without Afflatus Misery it's useless for anything else.
