They come from Abyssea NMs in the new zones.

Miseraeux Coast Drops Leg seals from different NMs. I Know quite a few locations but I don't know which one Summoner comes from, I just know it does come from the new Abyssea NMs.

The "Seals" Anyway, Don't know yet about the Shards for the +1 > +2 Upgrade.
