No clue. I looked at the SE forums and main FFXI website and there is no mention of billing maintenance. The last thing I found was that they corrected the problem that they initially had from the beginning of the month.

[Issue Details]
Certain users may experience the following:
- An "UCS-5024" error will appear when trying to reactivate their PlayOnline account upon login.
Seems like they corrected it, and their system freaked out and that there was no money to be had for this month again, and repeated the same incident... Who knows... This is SE we are talking about.
Guess I'll wait till their call centers open up and see wtf is going on.
Though, I'm sure I'll get a "It's all your fault or the banks fault or someone else's fault" reply
