So for drk, I was wonder in which situations (weather and weaponskills) Drachenhorn, Twilight Helm, and Mekira-Oto +1 are appropriate.

Twilight Helm is appropriate for entropy, cata, etc (anytime WS mod is non-str) or in my case because my inventory makes me lazy.

Mekira Oto is appropriate pretty much any other time, but moreso when ele day matches one of your WS elements.

Iirc im sitting on somewhere around 800 attack pre-lr for an average event. There arent too many times im struggling to find attack so for the most part Drachen will be a step down from mekira. In the case of cata, DH doesnt even have agi on it. I guess maybe drachenhorn would be relevant for a LR-down capped delay set? (my head hurts).

Yeah my head hurts too because after I got Drachenhorn I was like "I'm going to use it for everything!" but setting up spellcast I realized there's so many situations and didn't see Drachenhorn fitting in much due to the lack of mods.

I hate coding weather and two relics for spellcast.

so mekira-oto paired with the day/weather and ws will beat gearing for modifier?

case in point Catastrophe - Dark/Earth/Ice weather/day mekira-oto or +1 will beat twilight helm? someone clarify, because i've been doing it wrong if this is true.
