Can you disable the ability to use your controller while ffxi is not the active window without opening a second process of ffxi?

I know of some people who's controllers have done this even without a second instance. In fact, I'm pretty sure that a certain windower version caused it at one point, so I'm sure it can be done, but I'm not sure how to localize the part that caused that. Perhaps others can say.
