Unable To +1 Emp Gear

Hi all. I just got the correct items for Azimuth Hood +1 (Azimuth Hood, 15 Etched Memories, Defiant Sweat, 8x REM Ch.6) and trading to Monisette only stores the REM pieces. Upon talking to her, I don't see the Azimuth set under Empyreon gear upgrades/reforges. After looking up the reforged +1 quest online, I was under the impression it's just through Monisette. Is there any pre-req to this or did the last update change things? I cannot find either GEO or RUN empyreon lists under Monisette when I speak to her about equipment upgrades.

EDIT: Yes, no items are currently being held by her. I picked up all prior reforges.

You have to clear Vagary to be able to +1 your Emp gear. In your specific case, you have to beat Vagary Head to be able to +1 your Azimuth Hood.
