I have 17% haste on my tp set 0 on my ws set..
But I count 8 seconds each time I swing on both sets is there a diff...
And what is the different between haste 1% and haste 1

OH LAWD INCOMING RACIAL WARS! you should see a bit of difference between the two, are you getting any haste from rdm or dnc when you are fighting... i want to say with it only being 17% the difference is going to be slight, but if you have double attack in there and some haste spells adding to it, it should be more noticable

Haste basically makes your weapon act like it has a lower delay, but you still get the tp return of your normal delay.
17% should be noticeable enough, with hasso up, to notice it as sam main. Then again if your counting out loud or in your head, its easy to misjudge your actual time between swings. Try checking out this: http://www.ffxicalculator.com/

You are not going to notice much of a haste difference from 1% haste ur only getting around .1s reduced from your delay on hit. however ur 17% haste alone will take u (assuming ur using GK with 450 Delay) from 7.5 sec to 6.2 sec, not much of a difference if ur eyeballing it but if u use windower u can tell ur faster. now Add hasso witch is 10% haste and u will be swinging every 5.5s with ur haste gear on, without haste gear and just Hasso u will be at 6.8s. hope that answer your question send PM if u need more help, repost or like nepharite said get ffxi calculator.
