Just had the same issue.

Uninstalled the game.
Disabled anti viruses.

Restarted computer.

Reinstalled the game.
Making my charater now.

Yes. Installing the retail without uninstalling beta causes problems.

got it all figured out, bought a new video card and forgot to update the drivers. told you i was tired :P dunno why it would give me such an error and not "Hi, update your video card, idiot"
