When the neighbors sit on our shared patio and smoke and it comes straight into my open window. Since we can't install air conditioners in the apartments, we can either shut the window and roast because it's bloody hot, open the window and gag on the god-awful reeking stench of the smoke, or pretend that a fan works. I don't care if people smoke, truly I don't. I just care if I have to smell it-- constantly.
Actually, I'm just cranky today, so stupid little things are annoying me.

If there are windows on 2 walls in whatever room this is a problem in, put one in one window facing outwards (the one where the smoke always comes in) and one going in on the other window.. You get nice circulating air, and it prevents the smoke from coming in to begin with.
Anyways, just an idea.. I'm a heavy smoker, but I've quit for quite a few extended times and I know how bad it sucks.. (once you quit smoking, you regain your full sense of smell and bronchi-irritiballity (sp?) that smoking causes those who don't actually smoke themselves.)
Or, you could just get a 10 dollar box fan from the dollar store and put it on the patio and ask your neighbors to please point it towards them and turn it on whenever they smoke, that too would prevent most all the smoke from entering your window.
