So the other day I wanted to get Kur's Key Item to pop Isgebind. The raptors were at 100% when we got there and we spammed them a bit but still no Kur to be found.. :(
Anyone know what might be the problem?

Even though Kur appears in the raptors, it's not the raptors that need to be at 100%, it's the wyverns. Furthermore, unless I'm mistaken, Kur also needs to be at 100% influence in order for the ??? for Isgebind to appear.
Someone aught to update wiki; I was farming the wrong mobs the whole time! Lame! Thanks though. :)
