Advancing March caps at 64/1024 haste(6.25%)
Victory March caps at 96/1024 haste (9.375%)

Each +1 from instrument equipment add +16/1024 haste (~1.5%). SV doubles the end result.

BRD with only +2 Instrument gets:
Advancing: 64/1024 + 2*16/1024 = 96/1024 (9.375%)
Victory: 96/1024 + 2*16/1024 = 128/1024 (12.5%)

BRD with +2 Instrument and +1 March from Hands (+3 Total):
Advancing: 64/1024 + 3*16/1024 = 112/1024 (10.9375%)
Victory: 96/1024 + 3*16/1024 = 144/1024 (14.0625%)

BRD with +3 Instrument and +1 March from Hands (+4 Total):
Advancing: 64/1024 + 4*16/1024 = 128/1024 (12.5%)
Victory: 96/1024 + 4*16/1024 = 160/1024 (15.625%)

Throw Juogi (+1) into the mix. What would you use then?
pDIF capped situations aside, Iga +2 is pretty much always going to beat Juogi +1.

Inside Abyssea: Ninja (+1) if hitrate capped but delay reduction uncapped, Iga +2 if hitrate uncapped and/or delay reduction capped.

Outside Abyssea: Iga +2 actually has a slight edge here even in situations where delay reduction is capped. If you're over-TPing frequently, Iga +2 will pull ahead more.

Is the +1 from hands = to +1 from instrument by testing? Or going with that because it makes sense?

I just want to mention something. . .set bonus for af3+2 works for both hands. >.>...
played with it outside of abyssea(notably when i was doing kannagi trials) main hand attacked 3x(lucky proc on brutal earring since i was /rng ftw) and offhand attacked 2x.(don't know why i added that)

Inside abyssea w/ AoA, i have had both hands attack 4x. Walking KC yo. I love it :/

so my base numbers are 24% haste via gear 15% haste via haste spell 45% dual weild bing lvl 90 ninja (dual wield 5) 6% Dual wield bonus via AF3+2 5% Dual Wield via Divine might earring.

Af3 +2 dual wield augment is not a dual wield delay reduction, its an extra attack.
