I checked wiki, and biggest cat they said it could flush out in pairs, is a Bobcat. O.O Now...I think Mountain Lions are bigger than Bobcats.... /double checks

I doubted a Beagle or two could flush out a Cougar...especially when a beagle is 20-25 pounds or so...
