For the same reason a lot of the greater classics of our childhood years aren't on the PS Store: Licensing agreements.

Hm. Apparently can start co-op missions even with only 1 player.
Tried to do Gundam Rising. Failed even using Wing Zero Custom. I need to git gud. ._.;
