These were for sealed, new games, not used. In my particular instance at a retail establishment that I worked at during that time, they didn't have used games. They were the cheap games that weren't locked in the cabinet, but the store (corporate really) was too cheap to get the thick plastic cases on them, so people just slit open the game cases and stole the games, it went on for some time. It all boiled down to bad corporate decisions.
