Has more to do with how their sleep mode is programmed than anything. I remember the regular Vita had such a shitty sleep mode.

What I ended up getting today for the 20th Anniversary Arceus event at Gamestop:



They were out of plushes so got the ball+figure instead, which I'm cool with.
