Is there a cap on ninjutsu skill for enfeebling?
That would be interesting to find out. Doubt there's a cap to it however, since most if not all enfeebs give a static potency debuff.
I think ninjutsu enfeebles have a static potency (like kurayami is always -30 acc). Increasing skill only helps to land the enfeeble. There is no "cap" per se, but if your magic accuracy is capped on a certain mob you won't get anything out of higher skill.
