Chief of staff isn't a military rank, they are in our chain of command but it isn't an achievable military rank. The only thing that is reserved for wartime only is a 5 star general (Rank higher then General) which has command over all branches of the military.
Interesting, looked it up because I never really thought about it, but I've always heard that it was the US Army but I think a closer comparison for the United States would be the US Marine Corps. I thought it might be some military ranks in North/South Korea but they have fewer ranks in all, although their rank "power" are equivalent to our branches of service. I actually think it is closest to the
Imperial Japanese Military, and since it's Japanese then it would make the most sense over them choosing a US branch of service. I will list the Imperial Japanese Military below the US one. I'm pretty sure the key word is in fact
Imperial, for instance a quick search of the word
Imperial would reveal many items with Imperial in it, including ToAU's own currency and two of the missions in the story line.

A quick note about Private Second Class. It basically is just the rank Private (kind of obvious) but I found a note in the Korean Military section in wiki:

Also, I could not find anything about Superior Private, but in
Army ranks of the Japanese Empire during World War II I found
Senior Private above Private 1st Class, which would explain why this has nothing to do with the US branch of services.
Also, Chief Sergeant would be closest to our Sergeant Major of the Army/Marine Corps.
And of course the Serpent General would be our own General.

Also when it says for example just Lieutenant, the game just uses First Lieutenant in this case.

The only thing really isn't listed, as I said before, is Chief Sergeant. This might be something they pulled from, a unlikely guess but, the United States branches of service which would be "Command Sergeant Major" in the United States Army, or even the higher rank "Sergeant Major of the Army/Marine Corps". This would make it the Chief Sergeant Major in the game basically.
Naja Salaheem would be what, the Chief of staff? Or something similar because she is the president of Salaheem's Sentinels. I'm not sure what the Japanese equivalent would be in the military...
