I'm not 100% sure how it's changed since the new system has been implemented, but I recall activating a Playonline account alone required current billing information even though it won't charge you until you add a content ID. Though with Crysta, you probably only need to set up a SE account to get up and running, and you won't have to pay until after your free 30 day trial is done.
