First off Jabbar only helps Tenshodo members; are you a Tenshodo member? If yes then either A) He doesn't restock them or B) Someone is buying them before you can.

Edit: Or as it seems: You're talking to the wrong NPC.

Its the tool bags, Cho is for enfeebling, Ino is for elemental ninjutsu and Shika is for enhancing. Can only be used if your main job is NIN and I only think they are sold in bags unless you buy from AH.

im not sure if i understand you clearly, but the npc ONLY sells them in toolbag form, unless they are crafted, u need to buy/break a bag; if im misunderstanding you, and your saying "none of them appear, not even the toolbags", maybe you require a level of fame/tenshodo acces(if you don't somehow have it already) sorry if i mistook your question, but i hope that this helps somehow

When I go to the Wiki and check the pages of all the universal tool(or tool bags) Numa is listed as the only seller. Where did you get the idea that Jabbar sold them?

i have one more question.

what is the best way to get norg fame seeing as the more fame most likely the lower the prices from the npcs but i do not know what quest is the best one and the ones i can do over and over to get norg fame.

Norg/Tenshodo Reputation and Rice Balls

Some people use the "Rice Ball" method to estimate their current Norg/Tenshodo Reputation. To use this method, check the price of Rice Balls, and compare it to this table, allowing you to estimate your Norg/Tenshodo Reputation without travelling to Norg.

Important: This chart is only approximate. (A character given the price of 156g for rice balls can still be considered level 3 fame.) It's possible for your true level of Norg/Tenshodo Reputation to differ by a level or more from that given here.

Fame Level ↓ Rice Ball Price ↓
1 186-168
2 167-161
3 160-156
4 155-150
5 149-144
6-9 143-???

For each 1 gil price reduction you need to achieve, you can turn in 16 Yagudo Necklace to Nanaa Mihgo. For example, people can usually get the quest The Sahagin's Stash for Utsusemi: Ichi at 154 or 153 price. If your current price iss 161, you would need to turn in 16 x (161-154) = 112 Yagudo Necklaces. Each time you complete the quest Mihgo's Amigo you use 4 necklaces. In the process of getting the Norg Fame by completing the Mihgo's Amigo quest a player usually nets about 15,000 gil if all the necklaces are farmed.

Or if you want to know directly, Vaultimand.

I don't know why norg fame would have anything to do with Numa, he's not a tenshodo NPC, bastok fame would have an impact though
