Been thinking of making this for an off hand dagger, would be sweet at 99... However it would only be worthwhile if the SA/TA enhancements were still in effect offhand, I've searched around a bit, and haven't exactly come across a straight answer, does anyone know if the effect is still active off hand.

Must ... not have done much searching. It's common knowledge that relics / mythics lose all of their bonuses (even acc/attack+) in the offhand.
