Good! Because despite what a some forum regulars here are trying to say, you're correct.
Anecdotal evidence is the most salient to the uninformed.
The adversarial system provides numerous checks to filter the plethora of garbage cases. If you believe otherwise, look to attorneys! It could be argued that they're committing malpractice by violating the ethos their profession.
Finally, if the issue is complex enough to make it to trial, what makes any ffxiah reader qualified to offer up judgement based on a single news article?
On another note, I find it frightening that people require absolutes in the application of science when the best the scientific method can give is an ever expanding understanding of the probable.

Another question more in line with preemptive measures, Sheelay...I know funding is set aside mostly by state as far as construction projects that are specifically for natural disasters here. (There is some done on the national level.) State generator projects near the coast here after Katrina, Rita, and Ike were finally finished at the end of 2010. Would projects along the same lines of this be funded state-to-state in Italy or would it be a national level funding of some preemptive measures? I could see something like what Baconwrap suggested shooting into billions very quickly.

I was wondering about that too! How many years has the Colosseum been under restoration? It's almost been a decade since I've been to Rome, but the guide had said that the project had been going on for four years prior. We were told that the project was on temporary hiatus because of lack of funding.
Just really perplexed by some people's idea of who is at fault, and, realistically, how could the situation be made better?
You're in Northern Italy, right? I know Southern Italy is significantly poorer.

As a means to preemptively update buildings? I don't think so.
Even if there were, it'd probably be such a messy system that neither private owners or companies would feel like relying on it to aquire some degree of protection.
Not even preemptively for a natural disaster. Just with private residences that have historical significance like Victorians, Colonials, etc. in the US? I know in Britain and Germany they have a classification system for estates and such that have a significant lineage but are not owned by the state.
Not sure about Europe, but in the US there are government grants for restoration but you have to keep the integrity of the house. Are grants like this available?
Hmm, I'm sorry but I don't know of any grants such as those you mentioned, but it's not really my area of expertise.
Personally, I doubt there are.
I have seen many buildings that I'd consider deserving of such treatment yet are left in a decaying state.
The fact corruption and mafia are so deeply involved in the political and regulatory aspects of the country don't help either (fyi many of Italy's major politicians and/or institutions are currently under trial for laundering, theft, power abuse and yadda yadda. All we are missing at this point is the Benny Hill Show theme playing in the background.. )

This year Emilia Romagna, one of Italy's most economically active and productive region's in italy, was struck by an earthquake.
The fact the region technically isn't a major "high risk" area caused most of the commercial infrastructures that were built in the past decade or two to collapse because they were not built to withstand a sneeze.
Aside from the additional lawsuits that came out of it, a support fund was started with the participation and sponsoring from several political and social figures. I am not quite sure how that is turning out, but I think i recall some article quoting the EU starting an investigation on this and the Aquila earthquake (the one from 3 years ago) for fund misplacement (into someone's pockets).

It doesn't take a lawyer to see that there's an overwhelming amount of *** lawsuits that should have never made it to trial.
If the precedent is indeed set, then new laws need to be made as obviously there was some error in judgement to make said precedent.
Also: it's not all about "a single news article." but some people have their heads too far up certain places to realize that.

This will be my last article for the day, but I just figured I would see what you guys think about this one. Pretty sure it's impossible to accurately predict with certainty when an earthquake will strike. If I were a seismologist, I sure as shit would not be going to Italy for work after this crap.
