Are friend codes tied to the system or to the games? (I am a total 3DS noob, I just got mine for Harvest Moon)

I love Animal Crossing, but I had to stop playing after that .gif where the kids mom was playing it and left him gifts before passing away ;_; too many feels.

The reason is actualy started with Dragon Quest, back when the nes was out dragon quest was so popular Nintendo and Enix decided together to release on Sunday do kids and such whouldnt skip school/work to buy it. The idea worked so Nintendo adopted it for all it's 1st party titles, and several third party ones as well
