Cant Start Next Mission?

I'm on my level 17 Pugilist, and just got my airship pass from finishing "The Ul'dahn Envoy" quest. It shows up in my journal under completed quests. However, I never saw anything to continue the storyline. No NPCs that had that little fire exclamation mark or whatever. So I went online and see that the next quest I need to do is called, "Call of the Sea." I went to Bartholomew who it lists as the starting NPC, and he just says a random sentence. No cursor above his head or anything. So I take a chance and travel to Limsa Lominsa and speak with Baderon...the next step of the quest. He just says a random sentence and he has no marker over his head.

I don't have any quests active at all.
It says the only pre-requisite for Call of the Sea is to have The Ul'dahn Envoy completed, which it is in my log and I have the rewards from it.

Any ideas on what to do next or am I just stuck like chuck?
