Seigan is fine, it's just not something you should be using unless you're trying to hold a mob to recover from a wipe or something. You shouldn't ever build a primary TP set with the assumption that you won't have hasso up all the damn time.

correct me if i'm wrong (i haven't used it in while) but i think ironclad-type attacks wipe third eye anyway so it wouldn't be doing you much good. i suppose there have been a few more single target attacking mobs as of recent but still... meh

I'm honestly not sure about AoE attacks like that, but you can anticipate and as well as counter any single target attack, and the higher DEF is pretty useful in "oh crap" situations. Seigan is a solid ability, it's just not needed very often and not worth considering in offensive sets for the most part.

with seigan you can 'anticipate' more than one atk. it also reduces the recast of 3rd eye i believe.

I reworded that section on the node to be a little more clear, but this effect is explained and discussed at length including testing several times in this thread.
Hasso adds 10% Job Ability haste, both Unkai Haidate and Wakido Kote "enhance hasso" by adding another 2.5% Job Ability haste when they are worn while hasso is active. You don't need them equipped when you activate hasso, you don't need them equipped during WS. The reason that one or other appear in accuracy sets is because you can regain that accuracy in other slots where 2.5% Job Ability haste is not available. Wait. Wasn't it determined that their haste values were gear haste and not magical or job haste?

For those that may be curious, unlike the AF3+2 version, Empyrean 119 leg's Hasso effect DOES stack with AF119 hands Hasso effect. However, keep in mind that if you're capping magic and gear haste, you'll be capping delay reduction with one or the other; ideally the legs.

on low acc koga would it be ok to switch out neretic with brutal earring since you have alot of stp with all of the new gear

Actually overlooked the acc/att on them. I can see them used for PDT if you have Tartarus Breastplate (possibly even without it; dunno how the ~46 def would stack up to 4 PDT) and maybe WS acc swaps. Not sure how they'd compare to aug'd Acro Gauntlets, but at the very least it could save you quite a bit of gil.

It doesn't beat either, although it's certainly close.
Koga is still King, although Tsurumaru isn't exactly far behind.
Issues are that TP Overflow have such drastic effects on Fudo Damage, Tsurmaru Save TP or Koga Am3 can give you so much more TP before a DA/TA proc on WS it's nuts.
The only time Koga sucks is when you need Accuracy, Tsurumaru sets have more room to stack acc whilst not dropping an Xhit, although Xhit on Koga isn't as detrimental as you would first believe.

No Koga is still BiS, more the point that if you don't drop Xhit on Koga for acc when you need accuracy, Tsurumaru wins
