He wants to put marriage definitions in the hands of churches, since there's no legal basis for denying same-sex marriage, no idea how that sits with LGBT.

Social Issues: States should be allowed to define “marriage” and set strict abortion limits.

Cruz has said that he personal believes marriage is between a man and a woman and that states should define the term “marriage” for themselves. As co-sponsor of the State Marriage Defense Act, Cruz would allow states that oppose gay marriage to not recognize gay couples who were married in other states.

On abortion, the Republican lawmaker has called the Supreme Court’s Roe v. Wade decision legalizing the procedure a “dark anniversary”, but has not said whether he would specifically work to overturn it. Cruz has staunchly supported bans on any taxpayer funding of abortion and bans of so-called partial birth abortion. He has fervently supported a Texas law that would require doctors at abortion clinics to have admitting privileges at a nearby hospital, a requirement that could limit staffing at abortion facilities. That Texas law was ruled unconstitutional by a lower court and is now before the U.S. Court of Appeals.

As Sen. Ted Cruz (R-Texas) launched his presidential campaign Monday, people online quickly discovered something odd: Cruz’s website, tedcruz.org, shared a security certificate with “nigerian-prince.com.”

The discovery prompted jokes that Cruz’s appeal for donations was akin to the proverbial email scams in which a “Nigerian prince” promises a gullible victim riches — if the victim wires money to the “prince” first.

The discovery also prompted serious speculation about Cruz’s technical know-how, with Techdirt’s Mike Masnick saying the shared certificate “raises some questions about just who [Cruz] has hired to build his websites.”

So who did Cruz hire?

CloudFlare — incidentally, the same company that hosts Techdirt’s security certificate.

As it turns out, the fact that tedcruz.org and nigerian-prince.com share a certificate isn’t a cause for alarm at all.

“The Cruz campaign didn’t do anything wrong,” CloudFlare CEO Matthew Prince told Ars Technica. “It was an automated process on CloudFlare’s part.”

Prince explained that CloudFlare assigns multiple websites to each of its SSL (Secure Sockets Layer) certificates “to limit consumption of IP addresses.”

The fact that tedcruz.org shared a certificate with nigerian-prince.com — which is a joke website, not a serious scammers’ haven — was a fluke, and the latter URL has since been removed from tedcruz.org’s certificate.

“Bottom line: All donations are and have always been secure,” Cruz spokesman Brian Phillips told TheBlaze. He also sent a link to SSL Labs security rankings, which give donate.tedcruz.org an “A” grade for security.

About the negotiating part, that's how the GOP was so able to roll him in his first two years when he had solid majorities in both houses.

Apparently, you are unable to read.

You need not be able to prevent or kill a bill to filibuster, because you can simply delay it, until 3/5ths of the senate decides to move on to the next subject.

So yes, he did manage a Filibuster by delaying the decision.
