Oddly enough, most restaurants that fail don't do so because of food and safety regulations. They fail due to the lack of self-sustainability.
It's almost as if upstart projects don't exist in a vacuum and have to try to pull guests away from long standing and (usually) well reputed restaurants. AND as it turns out, when you don't have a good flow of cash, you can't really afford risky moves like massive discounts to draw in people from other restaurants.
Another reason is location, but what are you going to do? Evict one of the already running restaurants in that prime location? Let me know how the hell that's supposed to work.

Restaurant industry is rough, got a friend who has made a mint off commercial kitchen supplies.
In city like Los Angeles you're lucky to last a year or two. That's if you're lucky enough to be trendy for a few months. Established spots that have been around 20yrs+ are miracles.
