Gleti's is easily the best offhand for CdC. Everything about it works so well for it.
I don't see a particular case for it outside of CdC, given how many great weapons RDM has, but it's definitely the best for that situation.

(I'm assuming mainhand Tauret? cause if not, Gleti's would be then be the best mainhand... but then.... why?)

Let's assume you have Crocea in the mainhand. What's a better CDC offhand, Almace or Gleti's? My question is: if you have an Almace at 121... why aren't you using that mainhand if you're wanting to do Chant du Cygne? Even without any augments or very low augment level... let alone R15.
Almace+Gleti CdC >>>> either Crocea+Almace or Crocea+Gleti
Cause if you have the time/effort to change out Daybreak from your offhand... why would you also not change the main? Though if I had to wager, I suspect that +50 Dex from 121 Almace be the better offhand for raw damage... but given Gleti's crit rate+ and triple attack... they're probably not as far apart as one might hope.
And a basic 119 Almace would be infinitely inferior of an offhand than Gleti's Knife if that was the version of Almace you were thinking/talking of.
Either way, if you've made a 121 Almace of any rank augment... you should be using that for CdC spam.

My first guess would be for RP farming in Dyna. There could hypothetically be a situation where the enspell damage boost would outweigh Almace's Aftermath and higher CDC damage, but nothing springs to mind, so I'd have to guess RP farming.

119 = 119
119-2 = second 119 step(ag, +1) = 120
119-3 = third 119 step(269 skill, +2) = 121
or so the reasoning was iirc. The reasoning was actually based on the combat skill. The usual pattern was (with a few exceptions):
117 = 215 combat skill
118 = 228 combat skill
119 = 242 combat skill
So by that pattern, 120 would give ~255 combat skill and 121 would give ~269 combat skill, making the 119-3 weapons the equivalent of ilvl 121 weapons.

yeah I'd opt for Jhakri+2 or Vitiation+3(relic) until Nyame path B has at least 4WSD. I have the Bunzi feet, but I only really see them as an idle or +regen piece (if you're willing to give up duration on empy+1 feet for potency).
I'd also consider Atrophy+3(artifact) or jhakri+2 hands for some more +WSD with respectable base stats.

I just do not see 15 MND beating out .1 fTP (10% WSD). I did not math it out however, just posted what I use + what I want.

Fotia is just 0.1 additive to http://FTP. At 1000tp (no tib or moonshade etc). That 4.0 becomes 4.1 with Fotia. Simply put fotia is bad in your setup.

Yeah should be Jhakri Feet (fixed), Jhakri Hands are only 1% more WSD with weaker stats overall. Didn't Realize I used Relic hands... swapped to AF (fixed).
You should not be using Savage Blade @ 1k tp. My setup has a Thib and moonshade...
It was my understanding, that while the Sailfi Belt +1 wins out for Savage Blade, it was not overwhelmingly better. So a neck with just 15 mnd and no attack beating the Fotia Gorget seems unlikely to me. I could be wrong.

Fotia is even worse at higher effective TP values because it's a relatively smaller overall damage increase for weaponskills that don't replicate fTP or have a low base fTP value.

I used 1000tp as an example to keep it simple since your basic understanding of how Fotia worked was flawed. (Many players make the same mistake). As TP goes up the value of Fotia goes from bad to worse for WSs like Savage that scale rapidly with TP.

Now that Nyame exists, I wouldn't really bother with trying to get the WSdmg.
Nyame offers you higher stats (generally), a lot more attack than RDM ever gets used to, all with more accuracy than you're likely to see on Merlinic/Chironic via dark matter, and the A/C/D paths are all either devalued by other (easier to get) sets doing the same thing and/or better (A+C) or are just not that good (D).
There's also a case to be made for hand/legs/feet Refresh+2... but with where RDM is now, the Phalanx will likely be more useful to you overall. So I'd prioritize that.

I just got on RDM and cast phalanx on myself, it lasts for 24min. I think I can handle it only lasting 12min if it's 30% more effective.

Even if you don't want to go after DM augments for phalanx+, alluvion skirmish pieces can get +3. Phalanx+ is a big deal. You still get tons of duration + from neck, shield, cape, waist. And you get an extra 15-25 flat HP reduced from armor. That means phalanx would reduce damage taken by 50-60 damage per hit. instead of 35.

If you maximize casting can cap around 65 single wield, 67 with dual wield if you change swords to sakpata's and egeking.
