Are you laughing at his rhetoric or his grammar? The word "most" can precede an adverb, and terrifyingly is a real word.
I think it could be c) that this is the most terrifying thing is Nausi's world. That we could be trying to prevent those with psychological disorders from hurting themselves or others.
I understand his point, that it's a potentially easy-to-abuse system.
But if that's the most terrifying part of the scenario...
