How? Where in the accord does it say that the US has to pay even 10 billion towards this effort? It's a wealth distribution scheme. You yourself admitted to it. It's in your quote.

Nobody is saying that they should bankrupt their own country to pay into a pot collected for "climate science." But if there's any issues with their environment, they should handle it themselves. Not because you think we should take care of their problems for them. It's an issue that the US disproportionately contributed to but you're fine with sticking everyone else with the bill. Definitely the party of personal responsibility. And the US is disproportionately contributing to the solution. Should we start sending bills to every single country saying for them to pay up for us solving their problems for them?

The US should be obligated to pay more. The industrial age started in America and continued with us being the leader in fuel use until recently when countries like China took over. The large majority of that carbon in the atmosphere is our waste and a large part of the upward trend in temperature is because of our contribution. It's shitty to place that burden on smaller countries that didn't do much to cause the problem but may be adversely affected by it like island countries.

Sure, the US disproportionately (if you want to term it based on population, square miles, or whatever) contributed to the problem, but guess what? The US also disproportionately contributed to the solution to said problem. The US is already solving it's own problem so why should the US also pay other countries to solve their problems?

Let's top it off: The US has already given, meaning already released to this fund, $1 billion. The US has received zero, that is, a big fat goose egg, from this fund.
Therefor, wealth distribution. This is a Robin Hood scheme, and some of these projects, the respective (aka receiving) countries could/should have financed themselves, such as Mexico's pet project.
