Switchstix Not Flagging

I took a break for a few years,came back..trying to make apoc. I got the scythe all mats, but *** goblin won't activate quest...he keeps asking me if I want another relic blade made( I already had a rag). I made sure rag was not on me and all I had relic wise was the scythe. He won't trade and just keeps telling me ***I need to bring him for it. How can I cancel the quest I didnt Evan want? And how do you call a gm? I've never called one,and google was no help, theres no option to contact them in help desk.
