From the way it sounds, some of the FFXI team wasn't just being sent out to find something to learn, rather, there was a particular project that they could work on, and when done, they'd return to FFXI.

And unsurprisingly, around the time the first patch of Echoes of Vana'diel, FFXI's dev team sends out a survey, likely to convince a higher-up for more funding.
Now, I'm not saying FFXI is getting a new expansion and loads of new content. But drip-feeding UI changes and ending new Ambu encounters may have been what they decided to do while some of the devs were working elsewhere.
