Everything after this really only matters to PLDs, so if you aren't one, or aren't interested in PLD stuff, you can clock out now. lol.
Two things to note about this stat.
It's applied after reprisal, meaning that it doesn't count as part of the base value that reprisal modifies.
It's added before the block floor. so if your calculated block rate would have been 0%, with the floor pushing you up to 5%, then that +8 augment would take you from that calculated 0% up to 8%. Rather than building from the floor.
This means that against really high level foes, and when using shields with poor block rate, like Aegis it's possible for the block+ values to have reduced, or no, effect when you're below the floor.
