Yes happens all the time. Those not present are merely marked down as abstaining unless they have provided their vote ahead of time, which many of those who "walk out" will have done.
There is a minimum necessary requirement in order for the session to form a quorum, which is just a fancy way to say starting a meeting. Since this is a committee vote and just for a formal recommendation, they can hold it even if the Democrats refuse to participate.
