Yes, as far as I know Wind's Blessing is the only buffing ward affected by anything besides summoning skill.
Does that mean that I should add Assiduity pants +1 R15 and remove baayami pants from my smn skill set for Winds Blessing?
That would be my recommendation, as well as Summoner's Collar, Campestres's Cape, and Nirvana if you have them. It'll reduce the duration of the buff but I think it's worth it.

Do you have an idea of what the increased potency is and can I achieve capped Blessing with those changes? I can't imagine the loss in duration would be overly concerning although at 678 skill I think I get just over 7 minutes, and buffs any lower than that give me heartburn.
Why wouldn't reduced BP delay gear go in the precast slots instead of Baayami set?
Max you can get from gear+job point gifts is -30s delay, the rest is Avatar Favor Tiers and smn skill which raises favor tier. BP I -15, BP II -15, BPIII(JP Gift) -10 = 40, But the cap is -30, add in avatar favor for another -8sec with Beckoners Horn+1 and -9 if you have B.horn+1 and 670 skill & -20BP in precast. For a grand total of 21sec BP precast.
For my Precast, I have Glyphic Doublet and Pigaches +3 for a total BP delay II - 7. Swapping Baayami pieces in for those seems like it would be counter-productive. NOTE: I don't have a Nirvana.
Here's what I have...help me with the math, and help me understand the "why" when choosing the right gear. I know it's probably simple, but I'm still missing it.
So from the front page, this set says BP Ability Delay II - 15, but I count -12. 2 from the staff, 7 from the sachet, 3 from the cape. What am I missing?
The gifts, which apply to both BPI / II. You have 13 BP I and 12 BP II with that set, but you also take 10 from the gifts and add 2 to BP1 and 3 to BPII, which puts them both at the cap of -15 each, and 5 BPIII left over which doesn't get applied to anything because I/II are already at cap.

Crossbones, THANK YOU. I completely misunderstood how the gifts were applied, and this explains what I was missing. Now I can re-do my own gearswap. I really appreciate it.
My next dumb question has to do with midcast Bloodpact - specifically the pants. Why Enticer's Pants instead of Apogee pants? Apogee Legs +1 path D gives total 21 BP damage. I'm assuming it's because of the 650 TP bonus (which I never really understood). Does it mean that the TP bonus is added to the current TP? Or that 650 TP is what you get back AFTER the BP?
By the way...I appreciate all of you providing input to a guy trying to better understand the job. It really does mean a lot, and I apply what I learn.
Apogee +1 pants will beat Enticer's if Avatar TP is 1500 and up and merits are 5/5.
TP bonus, like all the gear as well will execute the WS/BP as if you'd have that amount. Executing a BP at 1000 TP with 650 TP bonus would act like the BP went off at 1650 TP.
