Any other geo's having a problem seeing their lupons? I can cast it, and it will show for a couple seconds and then vanish from the screen. I can still target it and it's up, I just can't see it.

There's a toggle for having their effects be visible. Have you turned that on?

I don't even know what that toggle is... ha so I'm going to say no I haven't.

Everything under Config > Effects is turned off.

Are you using Indi-Nope? Or some other thing to that effect?
Though I think it's just that you have all effects turned off.

Is it in a crowded area?

I'm not sure if the character models displayed setting would do that, but that hides characters if too many are on the screen.
