Here is what the full section says: Sec. 413. OVERSIGHT AND REPORTS.
(a) OVERSIGHT
(1) SIGTARP.—As provided for under section 405 of this division, the Special Inspector General for the Troubled Asset Relief Program (SIGTARP) shall have oversight of the Secretary’s administration of the loans and loan guarantees provided under section 410, the use of the funds by eligible businesses, and compliance with the requirements of section 407.
(2) OVERSIGHT PANEL.—As provided for under section 405 of this division, the Congressional COVID–19 Aid Oversight Panel shall have oversight of the Secretary’s administration of the loans and loan guarantees provided under section 410, the use of the funds by eligible businesses, and compliance with the requirements of section 407.
(b) SECRETARY.—The Secretary shall, with respect to the loans and loan guarantees provided under section 410, make such reports as are required under section 5302 of title 31, United States Code.
(c) GOVERNMENT ACCOUNTABILITY OFFICE.—
(1) STUDY .—The Comptroller General of the United States shall conduct a study on the loans and loan guarantees provided under section 410.
(2) REPORT .—Not later than 9 months after the date of enactment of this Act, and annually thereafter through the year succeeding the last year for which loans or loan guarantees provided under section 410 are in effect, the Comptroller General shall submit to the Committee on Financial Services, the Committee on Appropriations, and the Committee on the Budget of the House of Representatives and the Committee on Banking, Housing, and Urban Affairs, the Committee on Appropriations, and the Committee on the Budget of the Senate a report on the loans and loan guarantees provided under section 410.
(d) DIVERSITY REPORT.—The Congressional COVID–19 Aid Oversight Panel, in conjunction with the SIGTARP, shall collect diversity data from any corporation that receives Federal aid related to COVID–19, and issue a report that will be made publicly available no later than one year after the disbursement of funds. In addition to any other data, the report shall include the following:
(1) EMPLOYEE DEMOGRAPHICS.—The gender, race, and ethnic identity (and to the extent possible, results disaggregated by ethnic group) of the corporation’s employees, as otherwise known or provided voluntarily for the total number of employees (full- and part-time) and the career level of employees (executive and manager versus employees in other roles).
(2) SUPPLIER DIVERSITY .—The number and dollar value invested with minority- and women-owned suppliers (and to the extent possible, results disaggregated by ethnic group), including professional services (legal and consulting) and asset managers, and deposits and other accounts with minority depository institutions, as compared to all vendor investments.
(3) PAY EQUITY .—A comparison of pay amongst racial and ethnic minorities (and to the extent possible, results disaggregated by ethnic group) as compared to their white counterparts and comparison of pay between men and women for similar roles and assignments.
(4) CORPORATE BOARD DIVERSITY .—Corporate board demographic data, including total number of board members, gender, race and ethnic identity of board members (and to the extent possible, results disaggregated by ethnic group), as otherwise known or provided voluntarily, board position titles, as well as any leadership and subcommittee assignments.
(5) DIVERSITY AND INCLUSION OFFICES .—The reporting structure of lead diversity officials, number of staff and budget dedicated to diversity and inclusion initiatives.
(e) DIVERSITY AND INCLUSION INITIATIVES .—Any corporation that receives Federal aid related to COVID-19 must maintain officials and budget dedicated to diversity and inclusion initiatives for no less than 5 years after disbursement of funds.
TL;DR It is a study of diversity in companies that recieved COVID-19 aid!!!! And the diversity minimum is that has been around for decades!!!! Ahahahahahahah!!!!

Let me explain this in a way that you and others might understand better:
You ask your parents to borrow $400 under the pretense that money is tight. They happily give it to you. A couple months down the line they ask you in passing, 'What did you need the money for anyway?'. Nothing accusatory, just a wondering. Don't you think that it is fully in the parent's right to ask?
This situation is exactly what the government was trying to do. They wanted to give the company bail-out money. They also wanted to complete the study AFTER the company paid the money back. They just wanted to know if you were following the rules that was set up decades ago. And if the company broke those rules why the company kept X employee but fired Y and Z.

A 1% increase in unemployment equates to about 4000 deaths anually in the US alone ( https://www.ncbi.nlm.nih.gov/pmc/articles/PMC3070776/) and that number does not take long term life expectancy into consideration. The number one killer globally is cardiovascular disease. Stress and depression are major contributors to cardiovascular disease.
Young people can die or suffer long-term ailments from COVID-19 but they do so at a rate that is exponentially lower than those who no longer require employment.
When we talk about being selfless, let's keep in mind that it requires an actual sacrifice being made on one end, and at this point in time that means that younger people are going to carry the burden. It's not a victimless action to require everyone to stay inside for a year.

The article mentions the bill and what was in it (including the things I mentioned in the images I posted from the journalists twitter account), not sure what more you want.
The original bill was delayed for 3 days and Pelosie offered up the 14k page replacement bill, I don't know if they actually voted on it or not but it was widely reported on. It wasn't 14k pages. It was 1404 pages. Still ridiculously long though. And had way too many provisions in it that have nothing to do with a stimulus package.

The fricking deer should get the virus, not us humans. There's a "zombie deer" virus wiping them out recently Fortunately not even close to the northwest*. Yet.

So, today was the first case of the virus being confirmed in my rural county.
This last week has been pretty insane to start. Most grocery stores have been emptied, toilet paper is non existent. Bars, hotels, and casinos have been shutdown as of yesterday, our town relies heavily on these sources of income. There are now rumors that our mine sites will soon be shutdown as well. I plan to withdraw a substantial amount of cash from the bank tomorrow morning, and hit every store I can get my hands on to get some groceries before the hoarding gets any worse.
I have heard of California being on total lockdown, as well of rumors of people even being imprisoned for attempting to leave the state.
Curious to hear how other parts of the country are getting along, surprised there isn't an official Corona-Virus thread here yet.
Crazy stuff.
