You don't have to swap unity leaders at all, but aside from those (and some select few repeatable ones) if there is the exclamation point or whatever symbol next to it, do it at least once. There's 1084 in total.

You probably have some that aren't unlocked yet. There are a bunch that only unlock from completing others, from progress in missions, Escutcheon progress, etc. |
