"Lootboxes" and lotteries are completely fine if they're in-game currency only, which they are.
They kinda arent too, because you can pay 1$ for another chance in those lotteries and lootboxes. You even need sacrifice another 10hours of playtime to push another mule to the point where you get access to some things and automatically you can lie to yourself that its not p2w, because you needed to put work in it :)
That doean't make them lootboxes any more than buying multiple copies of Pokemon to get multiple chances at the in-game lottery is.
Lootboxes are a type of microtransaction, and while FFXI does have a couple features that might qualify as microtransactions (like server tranfers or wardrobes), the daily rewards and lotteries are not.

Paying for an alt to get more rolls during DM campaign, Login points monthly, aman monthly, gob daily, silver vouchers/sphere giveaways etc. is exactly the form of microtransaction. Alts are part of your account and you can send most items to your main. Its not the same as buying new account or buying more copies of pokemon. Buying more copies of Pokemon to get more chances at the in-game lottery (assuming you can then send reward to your main account) is not a form of microtransaction, but its a form of pay2win.
