Since it doesn't look like there has been any testing recently, have fun with the math. :)

Current Hand-to-Hand delay at lvl 1 is now 570 and not 480.

Martial Arts I: 465
Martial Arts III: 430
Martial Arts IV: 415
Martial Arts IX: 365

Current delay math for MNK: 24%
base delay + weapon delay - (weapon delay * 0.24)

lvl 1 THF: 75 tp single hit - 570 delay
lvl 9 MNK: 65 tp single hit - 465 delay
lvl 32 MNK: 61 tp single hit - 430 delay
lvl 46 MNK: 59 tp single hit - 415 delay
Mastered MNK (Empty-handed): 53
Mastered MNK (Empty-handed 8 Martial Arts): 52
Mastered MNK (Empty-handed 13 Martial Arts): 51
Mastered MNK (Empty-handed 21 Martial Arts): 51
Mastered MNK (Godhands (138 STP+10)): 72
Mastered MNK (Godhands (138 STP+10, 8 Martial Arts)): 71
Mastered MNK (Godhands (138 STP+10, 13 Martial Arts)): 71
Mastered MNK (Godhands (138 STP+10, 21 Martial Arts)): 70
Mastered PUP (Empty-handed): 53
Mastered PUP (Godhands (138 STP+10)): 73
Mastered PUP (Su5 (121)): 65
Mastered PUP (Midnights (84)): 60

Take Godhands for example:
365+138-(138*0.24) = 496.88

Now we calculate STP to get how much we get per attack round:
(61+FLOOR((496.88-180)*88/360))*(1+(10/100)) = 144.1

PUP is a little bit more tricky for math. 17.5%
This works for Godhands and Su5, but breaks on Midnights, 1 tp off. If someone else could find a better number, please do.
365+138-(138*0.175) = 478.85

Now we calculate STP to get how much we get per attack round:
(61+FLOOR((478.85-180)*88/360))*(1+(10/100)) = 147.4

With the math, it appears MNK and PUP are at the same delay tier.

I have created a Bug report to see if it is a bug or a feature.

Plenty of Wild Rabbits in Ronfaure were killed in this testing.

BG-wiki, ffxiclopedia, and this post from 2004 all show delay of 480 at level 1.

it was a typo. it was supposed to say "not how you calculate"

as far as the 24%, idk if you're talking about haste or martial arts, or what.

your delay is calculated (480 + weapon delay - martial arts) * (1 - haste) if you have 24% haste with godhands on a mastered monk, then your delay is (270 + 138) * (1 - 0.24) = 310.08

haste has no affect on your TP return, you also use half your total delay for H2H when calculating as well.

(270 + 138) / 2 = 204

61+[(204-180)×88÷360] = 66 a hit normally, with 10 store TP from the weapon that is 72

480 base / 2 = 240 per fist
61+[(240-180)×88÷360] for your THF with no martial arts gives 75.

So you would be wrong

I did my testing naked with zero buffs. MNK/WAR and PUP/WAR. If you look at the bug report I sent, it has steps to reproduce.

and i just showed you how you are wrong, there is no bug.

martial arts isn't a percentage reduction, it's a flat amount. you are just plain incorrect.

naked mastered MNK 61+[(135-180)×63÷360] = 53
naked mastered PUP 61+[(137.5-180)×63÷360] = 53
