What is the difference between Haste +3% and Haste+3? I've noticed Haste+3 on may augmented items.

I'd be willing to bet it's the exact same thing.

Augments just use a base increase rather than a % increase in their descriptions.

ask someone with 3% haste belt and 3+ to test out recast timers, or ask someone wih a 3+ to check or a mdk head or some mini expansion part. but i am certain they are the same.
