Who changed your password ? SE or hackers ?
If that is the hacker, then the first step is contacting the Square Enix support center (https://support.na.square-enix.com/contact.php?id=20&la=1). They will make sure that you are the owner of the account, and provide you a new password.
One this new password has been acquired, you will be able to log in and see if any of your character has sustained damage during the period when your account got compromised.
From there, you will have to contact a GM to ask for a Game Data Recovery. You can only have one GDR per account if you do not own a token. Be sure to read the terms & conditions of GDR first : http://www.playonline.com/ff11us/rule/uacs01.html (bottom of the page).
One you agreed and proceed with the GM, then you account will be locked again during the rollback process. The GM will ask you for your personal email address so SE will be able to contact you again when the process is over.
Once the rollback is complete, you will get an email, the process usually takes ~2 weeks, but sometime can be much longer (up to 5 weeks but that's rare).
