I know I couldn't name one on Ramuh. It would actually be easier/cheaper to find a sky shell that does Kirin mercing than to find one that would sell you the drop. There's usually a pretty big waiting list in most shells cause of the shitty drop rate lol. I've seen some cheap seals floating around rolmart if you wanna take that option.
