Post on the asura forums ^^

Just got to 100 myself after about a 1 month grind from 0 while still doing salvage, and only had one static partner. Have you tried shouting? It's a huge hassle but you might be surprised how many people you can find if you're patient. Asura is pretty good as far as PUG's go (well not quality, but quantity).

Yeah, try the server forum.
And let us know your play times, or time zone, floor access. I'm sure they're some out there. More info helps.
