If you are using that circuit with a real NES I recommend you try using the CD4021 chip instead. They're equivalents but the CD4021 is a CMOS technology chip and the electrical characteristics are slightly different even though they work identically logic wise.
That result on speed differences and it could be the cause for the sluggish response to button presses.
