Giulani is the perfect guinea pig to use inherent contempt on. Nobody wants anything to do with him, he has fabricated the entire Ukraine scandal and his own people are now facing prison time.
Theres no need for Giuliani to participate in this witch hunt.

We know that Giulani is under criminal investigation, we also know two of his associates have been arrested and are cooperating with authorities, and will most likely be testifying to Congress. I guess Trump just had an epic meltdown in a meeting with the Dems, after they passed an overwhelmingly bipartisan resolution condemning his Syrian blunder. Next up, the Senate passes it.
