The individual states are more autonomous, but there is an ongoing struggle of state power vs. federal power. In general, conservatives favor state rights while liberals favor centralized power.

California has 53 of the 435 house seats but only 2 out of 100 senate seats. The existence of the Senate coupled with their much longer term times balances our the insanity that happens in the House.
